Position Information

Hiring Department: Planning and Construction


Posting End Date: Open until filled.

Hours: 40 hours per week, standard Monday- Friday 8:00am-
5:00pm, flexibility is required on evenings and weekends

The primary accountabilities are intended to describe the general content of and requirements of this position

supervisor or manager. This position is security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to
obtain criminal history record information. A valid driver’s license issued by the State where the applicant resides and insurability as
defined in UTS 157 may be required to perform the position’s essential functions.

Purpose of Position

Essential Functions


Plans, develops, coordinates, and directs various design and construction projects.

Ensures operational efficiency and economy of the department, including development and administration of annual budgets for project
design, renovations, and construction projects. Reviews cost factors and estimates and determines cost effectiveness.



Monitors
project budgets, schedules, and project goals. Reviews, approves, and tracks project expenditures.

Plans, directs, and coordinates,
through subordinate level staff, the department’s work plan and assignment of projects to Project Managers, Construction Managers,
administrative staff, and professional service contractors.


Monitors workload, administrative systems and evaluates efficiency and
effectiveness of delivery methods and procedures and allocates resources accordingly. Meets with key staff to identify and resolve
problems.

Oversee the work of architects, engineers, inspectors, and other contractors involved in capital projects. Additionally,
they create and deliver informational updates and presentations to the Capital Planning Committee and other interested organizations.



Responsible for recruitment, staffing, training and development, performance evaluations and employee counseling and termination.

Responsible for developing, implementing, and monitoring standards and procedures related to design, energy efficiency, and sustainability
goals for facilities planning, as well as capital and renovation projects.


Develops and implements short and long-range campus
facilities plans, conceptual designs, and capital outlay (budget) requirements.

Compiles and submits reports as required by
management, state, local, and federal regulatory agencies.


Acts as liaison between the planning and construction department, the
university leadership, administration, and outside agencies for all project activities from initiation to completion of the project.

Participates in various committees, professional training, industry conferences, and conventions.



Ensures all construction,
remodeling and design comply with applicable building codes and regulations and any special requirements of the building type (e.g.,
healthcare, research labs, special campus project types, etc.) or the local jurisdictions.

Knowledge of all Microsoft Office
software and able to learn and use institutional software systems.


Complies with all State and University policies and procedures.
Ensure compliance with Board of Regents Rules & Regulations, State Statutes, Federal Regulations, state statutes, Federal regulations, and
Laws on all projects.

Occasional traveling is required.


Other duties as assigned.

Supervisory
Responsibilities:
Carries out supervisory responsibilities in accordance with the organization’s objectives, policies, and
applicable laws.



Qualifications

To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.



Required Qualifications:

Education: Bachelor’s Degree (B Arch, or M Arch) in
Architecture, engineering, construction management or a related field.



and

Experience:
Requires at least 10 years of responsible experience in architecture, engineering, construction management, facilities planning,
or related field, including 7 years’ experience in management and administration., In addition the candidate should possess substantial
years of experience commensurable to the statement of duties and responsibilities; or equivalent combination of education and experience.
Experience with Institution of Higher Education desired.



Professional Licensure:
Professional architectural or engineering in Texas in good standing or related technical license


Preferred
Education
: Master’s degree in related technical or managerial field.

Preferred Experience:
15 years’ experience with complex project management experience in educational facilities design and construction. Experience with
higher education or similar organizations.



Preferred Qualifications:

Demonstrated ability to work on
multiple projects in a fast-paced environment.


Excellent customer service, communicating clearly and appropriately to clients,
consultants, and stakeholders.

Demonstrated ability to read construction documents and provide simple, preliminary estimates.


General knowledge of the TX Procurement Code.

General knowledge of Federal, State, and Local Building Codes.


Demonstrated ability to make administrative and procedural decisions and judgments.

Knowledge of sound fiscal management and
budgeting practices and principles; proven ability to work independently in analyzing and resolving complex financial problems; experience
with higher education or not-for-profit capital budgeting.
