Job Summary


The Educational Opportunity Center (EOC) is a federally funded TRIO program supported by the U.S. Department of Education and dedicated to expanding access to postsecondary education and career opportunities for adults. Under the supervision of the Educational Outreach Programs Associate Director, the Education Coordinator plays a key role in supporting the implementation of the objectives and conditions outlined in the EOC grant application. This position assists with planning, developing, coordinating, and delivering programs, activities, and services that promote postsecondary education and career advancement, ensuring effective service delivery to approximately 1,000 adult participants across a broad geographic region. The Education Coordinator supports participants through the financial aid process, including completion of college and scholarship applications; recruits and selects new program participants; and collaborates with postsecondary institutions, local and state agencies, community organizations, and other college access programs throughout the seven target counties



The position is located at the ETSU at Kingsport, Allandale campus. This full-time position is contingent upon grant funding.

Knowledge, Skills, and Abilities


  • Knowledge of the needs of disadvantaged adults.
  • Ability to plan, coordinate, implement and refine educational outreach program services for low income, first-generation adult students.
  • Ability to organize and manage records.
  • Ability to coordinate educational outreach workshops and activities.
  • Ability to assess the needs of educationally disadvantaged adults.
  • Ability to design strategies that utilize successful motivational techniques for the participants.
  • Knowledge of the day-to-day operation of an EOC program.
  • Knowledge of college admissions and financial aid procedures.
  • Knowledge of successful intervention strategies to meet the needs of disadvantaged students.
  • Knowledge of guidelines established by the U.S. Department of Education as stated in the Education Department General Administrative Regulations, OMB A-121, Federal Register and the approved grant.
  • Knowledge of established university policies, regulations, and services.
  • Knowledge of community resources for recruitment and service referral.
  • Ability to operate computers efficiently and adapt to evolving software and hardware advances and electronic modes of service delivery.
  • Ability to make sound, feasible decisions in a timely, independent manner.
  • Ability to develop and maintain a positive rapport with local high schools, adult education programs, postsecondary institutions, government and community offices and agencies, and other college access programs.
  • Ability to interpret and apply policies accurately and consistently.
  • Ability to analyze problems in an objective and consistent manner.
  • Possess a working knowledge of federal regulations that govern financial aid.
  • Skilled in the college admission process
  • Skilled in federal aid policies and procedures.
  • Skilled at independently making sound, professional decisions, and judgments.
  • Demonstrated ability to develop and conduct student aid awareness activities.
  • Strong knowledge of the financial aid application process
  • Strong knowledge of the types of financial aid available and the process needed to secure aid for participants,
  • Demonstrated ability to efficiently manage a large student caseload.
  • Ability to handle multiple tasks and prioritize effectively.
  • A high degree of integrity; ability to work in a sensitive, highly confidential, and professional environment.
  • Able to perform job functions under moderate levels of stress, imposed by frequent deadlines, peak workloads, and public/participant contact.
  • Ability to communicate diplomatically, clearly, and effectively to exchange information, give/receive instructions, and respond to inquiries appropriately with all participants and community partners.
  • Strong interpersonal skills and sensitivity to a multicultural work environment.
  • Ability to work independently and collaborate as a team member of a college access program
  • Exhibit problem-solving skills beyond a set of instructions and adapt to changes when necessary.
  • Ability to make appropriate recommendations based on logical and justifiable reasoning.
  • Ability to use analytical and critical thinking skills to interpret written policies and procedures.
  • Passion for assisting participants with positivity and professionalism.
  • Demonstrated a history of ethical and professional behavior.

Required Qualifications

  • Bachelor’s degree and two (2) years of experience in college access or a college access-related field, and/or experience organizing and facilitating educational programs; or an equivalent combination of education and experience.

Preferred Qualifications


  • Master’s degree in Education, School Counseling, Human Services, Social Work, or an education-related field.

  • Two (2) years of experience working with adults.

  • Two (2) years of experience working with students from disadvantaged backgrounds.

  • Five (5) years of experience working in college admissions, financial aid, college access, or career exploration.

  • TRIO work experience.
