Position Information
Under the general direction of the FAO, this position will have
independent authority to manage and supervise all Department of Chemistry financial, purchasing, travel, and facilities matters. Directs the
work of departmental Accounting and Purchasing/Facilities functions and personnel, with direct supervision of four employees and indirect
supervision of other support staff. Responsibilities involve financial and purchasing/ facilities operations as well as internal control and
compliance. Manages day-to-day operational problems and makes recommendations concerning departmental resources, policies, practices, and
operations. Anticipate operational problems and develop recommendations for review and implementation. The Incumbent assumes full
responsibility for administration/supervision of all administrative functions in the absence of the FAO. The Chemistry Department has: ~320
employees; ~$30 million dollars per year in expenditures; ~128,000 assignable square feet of space in 5 office and laboratory buildings. In
addition, the Chemistry Department serves as the financial, administrative unit with daily financial, administrative and management
responsibilities for the operations of the CNAS College Machine and Glass Shops. These shops employ 2.4 FTE and generate approximately
$50,000 per year in revenue. The Chemistry Department also serves as the financial, administrative unit responsible for the financial and
administrative oversight of the Analytical Chemistry Instrumentation Facility (ACIF), a CNAS college facility. The ACIF employs 3.35 FTE and
generates approximately $290,000 in revenue.
The full salary range for the Financial Operations Manager position is $81,500.00 –
$154,700.00 annually. However, the expected pay scale for this position is $81,500.00 – $110,000.00 annually. We base salary offers on a
variety of considerations, such as education, licensure and certifications, experience, and other business and organizational
needs.

other advanced education or certification in accounting or finance

Responsibilities
- Participates in the creation, maintenance and reporting of operational and budget processes, academic
and/or staff FTE, finance, human resources and space planning. - Working with Chair, Vice Chair, and FAO, prepare departmental
operating budget that supports long and short range goals relating to teaching, research, and public service. Prepare and analyze
departmental operations variance reports, making recommendations on expenditure control and the achievement of appropriate resource
allocation. Manage and maintain financial projections to accurately predict year end fund balances. Develop procedures to implement all
strategic decisions and plans. - Supervision of the responsibilities performed by the Procurement Analyst, Financial Svs Analysts,
and Stockroom manager including Purchasing and Receiving, recharge billings, pCard transfers, travel and ePay reimbursements, equipment
inventory management, facilities work orders, gifts and check deposits, copier maintenance, ledger reconciliations, fabrications, and annual
payroll certifications. - Participates in the development and monitoring of policies and procedures for departmental
operations. - Responsible for the application of all University policies and procedures as related to the departmental financial,
purchasing and facilities operations. Anticipate operational problems and, in consultation with the FAO, develop solutions for review and
implementation. Keep the FAO apprised of problems, concerns, and resolutions. Respond to requirements and requests from the college Dean’s
office, Accounting, Internal Control, and other campus offices. - Develop, modify, and prepare monthly, annual, and ad hoc
financial reports of departmental operations that incorporate history, current picture, and trends to support senior level decision making.
Reconcile financial reports to the financial system ledgers; oversee all departmental sales and service funds; ensure that all financial
transactions are reviewed promptly and that all required correcting entries are well explained, approved, appropriately documented, and
posted in a timely manner. Manage financial operations so that only minimal correcting entries are necessary. Remain current on emerging
information technologies, particularly as they relate to departmental financial, purchasing, and facilities operations. Attend financial
system user group meetings, college administrators meetings, college financial managers’ meetings, etc. Disseminate relevant information to
the department staff and faculty to ensure compliance, consistency, and informed decision-making in accordance with current policies and
procedures. - Supervises the work of a department with responsibility for quality and quantity of work.
- Continuously review
all transactions that are posted to the financial system for appropriateness and accuracy. Ensure departmental compliance with strong
internal controls; review records retention policies and revise departmental guidelines as appropriate. By networking with other
departmental managers, control unit personnel, and internal auditors, maintain knowledge of the most current internal control practices and
procedures. - Responsible for quality and quantity of work.
- Assume full responsibility for disseminating internal control
guidelines and implementing changes as necessary. - Recommends hiring of new employees, transfers, promotions, salary actions,
terminations, performance management and budget recommendations. - Selects, develops, and evaluates personnel to ensure the
effective and efficient operation of the function. - Reallocate responsibilities as workload changes occur, maintaining a balanced and
