SUMMARY
OF POSITION:

The Maintenance & Operations (M&O) Manager leads and manages all physical facilities, maintenance, grounds, warehouse,
janitorial, and fleet operations across campus. This includes oversight and collaboration on building systems, renovation projects,
preventive maintenance programs, safety and emergency response, and M&O staff management.



ESSENTIAL DUTIES AND
RESPONSIBILITIES:

  • Oversee, maintain, and ensure optimal performance of building systems: mechanical, electrical, plumbing, HVAC,
    fire/life safety, structural, roofing, and related infrastructure.
  • Lead renovation and improvement projects from planning through to
    completion, ensuring adherence to budget, timelines, and regulatory/compliance standards.
  • Manage maintenance of all campus buildings
    and grounds, including but not limited to academic, residential, auxiliary, and any off-campus or rental properties, ensuring cleanliness,
    safety, and functionality.
  • Supervise and administer the college’s vehicle fleet operations: repairs, preventive maintenance, fuel,
    licensing, and overall fleet readiness.
  • Develop, implement, and monitor preventive maintenance programs and schedules; maintain
    accurate records of work orders, maintenance logs, and asset inventories.
  • Review facilities, equipment, and grounds regularly to
    identify repair needs, safety hazards, and preventive maintenance opportunities.
  • Monitor and maintain automated monitoring/alarm
    systems, including fire alarms, suppression systems, life safety systems, and ensure contracted inspections and compliance.
  • Manage
    key and lock systems (mechanical and electronic), track issuance, repairs, and security of facility access points.
  • Ensure facility
    staff (maintenance, janitorial, grounds, warehouse) are recruited, trained, evaluated, and developed for high performance; foster a strong
    safety culture.
  • Oversee safety, emergency response, and disaster preparedness efforts; maintain and periodically review the
    emergency management plan and incident/hazard mitigation plans.
  • Coordinate with vendors, contractors, local agencies, landlords (if
    applicable), and internal departments to ensure smooth operations, timely repair or upgrade work, and regulatory compliance.
  • Prepare
    and manage the division’s budget; forecast resource needs (labor, materials, and equipment); control expenditures; and optimize cost
    efficiency.
  • Process purchase requisitions; oversee procurement of supplies, materials, and services; maintain vendor relationships
    and contract oversight.
  • Respond to after-hours emergencies, including weekends and holidays, as needed.
  • Manage surplus or
    retired equipment and property following college policies.
  • Comply with College policies, procedures, and administrative directives,
    as well as state, federal, and local laws, regulations, and ordinances.
  • Performs other related duties as
    required.

KNOWLEDGE/SKILLS/ABILITIES:


  • Strong technical knowledge in building trades (carpentry, electrical, plumbing, HVAC,
    mechanical systems) and facility systems.
  • Demonstrated experience with blueprint reading, schematics, and technical
    diagrams.
  • Deep familiarity with safety and regulatory standards (OSHA, fire codes, environmental/sustainability regulations,
    etc.).
  • Excellent verbal and written communication, interpersonal, and leadership skills.
  • Ability to plan, prioritize,
    delegate, and supervise multidisciplinary teams.
  • Strong financial acumen: budgeting, cost control, resource allocation, vendor and
    contract negotiations.
  • Proficiency in relevant software tools (work order systems, facilities management software, MS Office suite,
    etc.).
  • Ability to pass required background checks and other employment screenings.
  • Demonstrated knowledge in one or more of
    the following areas: post-secondary educational systems, North Slope Borough [NSB] institutions and organizations; Iñupiat culture,
    language, values, and traditions.
  • Ability to interpret and represent North Slope community values, customs, and beliefs for the
    College.
  • Ability to interpret and represent College actions and Western institutions to the North Slope community.
  • Ability
    to support Iḷisaġvik College’s mission.

EDUCATION/CERTIFICATES/EXPERIENCE [Required]:

  • Associate’s degree in Facilities
    Management, Construction Trades, Administration, or a related field. Relevant experience may substitute for the degree requirement on a
    year-for-year basis.
  • Minimum of five years of experience in building/facility maintenance, including trades such as carpentry,
    plumbing, electrical, or HVAC.
  • At least three years in supervisory or management roles overseeing maintenance, operations, or
    facilities staff.
  • Valid driver’s license; clean driving record.

EDUCATION/CERTIFICATES/TRAINING

  • Bachelor’s degree in Facilities Management, Construction Trades, Administration, or a related
    field.
  • Certifications relevant to safety, hazardous materials, energy management, etc.
  • CDL or heavy equipment operator’s
    license.
