Title: Program Manager – Center for Smart Building Technology

Scope of Work:

The Program Manager – Center for Smart Building Technology is a key leadership role responsible
for managing grant-funded workforce development programs in clean energy and smart building technology. This position focuses on program
execution, cohort management, employer partnerships, credential tracking, compliance, and student success from application through job
placement.



This is a grant-funded position for 2 years, with the possibility of renewal pending continued funding and successful
program outcomes.

The Program Manager, reporting to the Director of C4SBT, will be responsible for:


  • Providing student-facing services, including program information, application and enrollment assistance, course registration,
    scheduling, and referrals to other RCC offices.
  • Supporting program operations and logistics for workforce training cohorts, new
    program launches, and employer engagement activities.
  • Assisting with event planning and execution, including orientations, career
    fairs, advisory board meetings, and site visits.
  • Supporting outreach and communications, in coordination with RCC’s marketing team,
    to promote programs and student success stories.
  • Collecting and managing program data to support grant reporting, evaluation, and
    compliance.
  • Assisting in preparing reports, proposals, and presentations for internal and external
    stakeholders.
  • This position is grant-funded for two years, with the possibility of extension based on funding and
    performance.

Program Oversight:

  • Oversee all daily operations for the Building Automation
    Systems (BAS) 450-Hour Certificate, HVAC/Heat Pump 300-Hour Training, and Energy Auditing Pre-Apprenticeship programs.
  • Coordinate
    all aspects of course scheduling, including semester planning, instructor assignments, classroom and lab use, and program
    calendars.
  • Supervise and evaluate instructors, lab assistants, and program contractors, ensuring instructional excellence, adherence
    to curriculum standards, and alignment with grant objectives.
  • Manage student recruitment, enrollment, orientation, attendance, and
    program completion to ensure equitable access, strong retention, and successful outcomes.
  • Track and report program metrics,
    including attendance, credential attainment, completion rates, and job placement outcomes.
  • Organize and lead orientations, employer
    site visits, guest lectures, advisory sessions, and graduation ceremonies.
  • Ensure compliance with institutional policies, grant
    funding requirements, and audit documentation standards.
  • Support marketing, outreach, and recruitment campaigns, promoting programs
    and student success stories.
  • Host community information sessions, workshops, and presentations to expand awareness and engagement
    with RCC’s clean energy workforce programs.

Employer and Partner Engagement:


  • Develop and maintain
    strong partnerships with HVAC contractors, BAS integrators, utilities, energy auditing employers, and community-based
    organizations.
  • Coordinate and facilitate advisory board meetings for BAS, HVACR, and Energy Auditing programs to ensure curricula
    remain responsive to industry trends and workforce needs.
  • Collaborate with RCC Career Services to connect students to internship,
    apprenticeship, and co-op opportunities that lead to employment.
  • Represent RCC and the Center for Smart Building Technology at
    industry conferences, workforce development forums, and community events.
  • Serve as the primary liaison to local and regional
    employers, ensuring continuous feedback and alignment between training outcomes and real-world job skills.

Grant and
Compliance Management

  • Oversee compliance, data collection, and reporting for all BAS-, HVACR-, and Energy
    Auditing-related grants.
  • Track and analyze student enrollment, credential attainment, and job placement for required grant
    deliverables and performance metrics.
  • Support the Director in managing program budgets, procurement, and inventory, ensuring
    accurate documentation for grant and institutional audits.
  • Prepare and submit progress reports, success stories, and performance
    summaries for internal and external stakeholders.
  • Participate in grant partner, funder, and state-level workforce development
    meetings to represent RCC, share best practices, and align with regional initiatives.

Student Success and Support:


  • Provide proactive advising to students throughout their training, from application to job placement.
  • Identify
    and assist at-risk students, implementing early interventions to improve retention and completion.
  • Collaborate with college
    departments and external partners to connect students with wrap-around supports.
  • Facilitate career readiness workshops, mock
    interviews, and employer networking events in partnership with Career Services.


Other Duties:

  • Participate actively in C4SBT and institutional meetings to support cross-departmental communication and
    planning.
  • Contribute to the continuous improvement of C4SBT operations and program expansion efforts.
  • Perform other related
    duties as assigned by the Director of the Center for Smart Building Technology to advance departmental and institutional
    goals.


Requirements:

  • Bachelor’s degree in education, engineering technology, environmental studies,
    or related field.
  • At least three years of experience in program coordination, workforce development, adult education or higher
    education.
  • Proven experience managing grant-funded programs and partnerships.
  • Strong organizational and communication
    skills, with the ability to handle multiple projects simultaneously.
  • Proficiency with Microsoft Office Suite, database management,
    and virtual collaboration tools.

Preferred Qualifications:

  • Experience in clean energy, HVAC-R, or
    building automation fields.
  • Familiarity with credentialing systems and industry certifications (EPA 608, OSHA, BPI,
    BOC).
  • Experience supervising staff, instructors, or contractors.
  • Demonstrated commitment to serving diverse student
    populations and Environmental Justice communities.

Additional Information:



Compensation:
$70-75,000.00
